Regional Government presents the Plan for Transformation of the Economic Model 2017-27 that aims to connect talent, science and technology to modernize the productive structure

The Consell has analyzed in the Winter Seminar held this weekend the Action Plan for the Transformation of the Valencian Economic Model 2017-27. The document includes specific objectives and initiatives to make the Comunitat Valenciana a socially, economically and environmentally sustainable territory. A strategy to improve its competitiveness and welfare indices, taking into account intelligent development within the framework of European policies and the Sustainable Development Goals (SDGs) of Agenda 2030.

"This is a programmatic instrument to guarantee good governance, fruit of the responsible action of the Regional Government, which has worked in a coordinated manner to ensure that its actions follow convergent lines and influence the transformation of the Valencian economic model", said Vicent Soler, who has delegated the presentation of the document to the director general of the Public Sector, Economic Model and Patrimony, Empar Martínez Bonafé, whose details will be made public in the coming weeks. Minister Soler has not been able to attend the Winter Seminar in Benicarló because he is convalescing from an influenza outbreak.

The Action Plan is a follow-up report to the Document d'Elx that systematizes and identifies the main objectives and actions on which the policy of the Generalitat must be based in order to connect talent, science and technology for the modernisation of the productive structure, as well as for the correction of territorial, social and environmental imbalances. The plan also aims to be the guide to ensure a redistribution of wealth and the drive to digitize the Valencian economy, as well as the necessary involvement of the private sector in this task.

Based on the deployment of the 10 strategies contained in the Document d' Elx, the Regional Government has identified 34 priority objectives, which in turn have been reflected in 118 initiatives that include the actions selected from the different councils due to their potential transformative nature of the economic model. Thirty-nine tractor projects have also been identified, all of which are listed in the so-called Benicarló Document.
 
The plan has been developed and promoted by the Regional Ministry of Finance and Economic Model, in collaboration with the Regional Ministry of Sustainable Economy, Productive Sectors, Trade and Labour, which have formed a stable working group in which the Valencian Agency for Innovation also participates.
 
The document has been prepared with input from all ministries. The proposals made by various university chairs have also been taken into account, especially the Chair of Transformation of the Economic Model of the University of Alacant, which will be extended in 2018 to the University Jaume I and the University of Valencia.
 
Finally, the strategic lines have been scientifically validated by the IVIE (Valencian Institute of Economic Research) to ensure that they are based on a solid diagnosis.
 
"One of the things I would like to highlight is that each initiative has an owner, as each regional ministry is responsible for developing concrete actions in each of the objectives set out in the plan. In this sense, in collaboration with the Institute of Applied Mathematics of the Polytechnic University of Valencia, we are designing a system that allows the monitoring and evaluation of actions based on indicators that also allow us to compare ourselves with reference territories", explains the minister Vicent Soler.
 
The Plan contemplates the existence of a Technical Monitoring and Evaluation Committee that will evaluate the progress made based on performance and results indicators. In addition, the results will be presented once a year at the highest institutional level at the General Roundtable on Social Dialogue, which includes the Regional Government and economic and social agents.
 
During the next six months this Plan will be subjected to a process of comparison and validation with those that the Regional Government understands as real protagonists, companies and workers, as well as universities, technological institutes and other key agents of civil society.
 
"The final objective is to turn the Comunitat Valenciana into one of the most prosperous territories on the Mediterranean axis with a better quality of life for its inhabitants thanks to a competitive, sustainable and inclusive strategy based on digital transformation, knowledge and productivity", says Vicent Soler.
